Love the face. Seems like he looks a bit panicking, don´t know if that is intended - certainly doesn´t look wrong.
Apart from that, the proportions look good and gnomish. For humans the torso and neck could be a bit longer, but it certainly looks like a gnome, so its fine the way it is!
The boots are slightly too large, I think. It´s almost as long as the lower leg of the figure, which is certainly not true if I look at my feet & lower legs. Nothing too major though.
